Over The River And Through The Woods, Into The Earth We Go

For all of you afraid of heights, Mexico City is introducing a phenomena known as the "Earth Scraper." Essentially it is an inverted pyramid (har har at Journalism majors) that is 60 stories into the earth. Just a little background, Mexico City bans any building to be more than eight stories tall, which I can imagine isn't very space efficient. So the idea of a building actually going the other way is kind of nifty. It will have a full, glass top allowing sunlight to come in, because of its pyramid design the entire building will be very well lit. It is intended that it be a sub-ground city with some of the storied being residential and some being commercial.

I find this building idea very iffy. A couple of questions that I had when I first read about this idea was what if there is a fire? Going down stairs is hard enough, GOING UP? I'm about to pass out right now just thinking about it.
I'm no earth scientist but is the earth not constantly shifting? Wouldn't that cause serious architectural issues? I mean, the foundations of houses on the surface are affected by the earth plates shifting, I can only imagine how that would affect a building 60 stories into the ground.
I'm also curious as to how the driving situation would work. Being enclosed in this underground city I wouldn't want cars driving around cluttering everything and polluting the air. So would there be a massive parking lot/garage nearby that is on the surface of the earth? If I were to live on one of the residential stories I would probably not enjoy having to park in a parking lot and go down 40 stories to get home. And if I left something in the house that I needed.... good God.

In my honest opinion I do no think that this idea will really take off, although I do applaud architectures for using the left side of their brain. Clap clap.
